Chinese characters as decorations

In the movie Street Fighter: The Legend of Chunli, Chunli’s mother is dying in her bed and the TV is on. A news anchor’s voice can be heard in the background announcing bad news of gang crimes in English. Yet as the setting is in Hong Kong, a TV screen (a huge LCD screen) is shown with Chinese characters. These Chinese characters do not make sense at all when they are put together:

Sometimes we laugh at the English written on Chinese products which serves as decorations only. Now I noticed that Chinese is often used that way too in movies and tattoos. In this picture, the second character “里” is upside down.
